With the coming of a [divine] Prophet, a [divine] political system [also] comes into being. Meaning, the goal is to establish a political system. Now which [divine] Prophet had the opportunity to do this and which one didn’t have the opportunity to is another issue, but the [overall] goal was to establish a political system.
