Dear and Mo’min people of Kashmir…

Dear and Mo’min people of Kashmir, Bitter and disappointing news regarding you dear people of Kashmir under the siege in Kashmir, cut off from communication means, and the prohibition of social gatherings even the Friday and [other] congregational prayers, is a cause for sorrow and has had an effect upon me. And what is more unfortunate is the silence of international institutions and the promoters of human rights as regards to the killing of the people of Kashmir which has resulted in a great wound upon the body of the Islamic World. All the Muslim Ummah, scholars, government officials, and human rights institutions must show a reaction (say or do something) upon this issue [of Kashmir] and act upon their humane responsibilities as regards to these inappropriate actions, and must not keep silent in front of this great offence.
