Many of the martyrs who were martyred outside of Qom were in fact martyrs of Qom. Shaheed Motahhari was a martyr of Qom. Shaheed Beheshti was a martyr of Qom. Shaheed Bahonar was a martyr of Qom. These martyrs were raised in Qom, and perhaps in a way it could be said that all of the martyrs of Iran are the martyrs of Qom.
