“It is the right of Allah to place them where He places that oppressive sultan.” Allah – the Exalted – has given Himself the right to make those who don’t make a move and those who don’t adopt a position against the oppression, the cruelty, and the injustice being committed against the servants of Allah (the masses of people) [by the oppressive sultan], Allah will make them suffer the same fate as of that oppressor: meaning Hell. This is the issue [at hand].
